4G in the US (different from 4G LTE) is just code name for HSPA+ which if I'm not wrong about is just an improved version of 3G. Locally I get 10mbps on it. I haven't been on a legit 3G band in a long time, at least not how it was defined upon release. Most of those were upgraded.

My phone has 4G LTE right, but when the signal drops below 1 bar it switches to 3G and it always says the signal is full, but that mode just straight up is unusable.

That's interesting. I'm on AT&T and my options are basically

4G LTE
4G (code for HSPA+ or 3G improved)
EDGE

Just checked and there's no actual option for 3G as a network preference anymore.
