You're not entitled to a yearly raise just because you're an unproductive paper pusher for the gubmint.

Uh, pretty simple to point out that there's an incredibly large population of federal employees who do really important work, and almost certainly work harder than you do.
How many federal or state government employees work harder than I do and on more important things? With the exception of critical services like national security, NASA, etc.
