Color. Me. Surprised. True. In my case I work defending kids. Making sure Chester is not working at the place where you send your kid. Sadly the pay has caused turn over and people leaving which causes back log. In our case its easy to say you dont want to pay the salaries of some government employees until the lapse causes an issue where Chester somehow became employed at a school or daycare.
