They made caucuses easier to vote in which is where he overperformed in the 2016 primaries You can vote in them now without being there. Which erases the advantage he had, where his most zealous supporters would show up, and since they were well-read on him they were able to convert other people over due to how caucuses encourage discussion. When you have absentee ballots you can forgo the often time-consuming caucus process and avoid the people who come there to convince you to vote for their candidate of choice --- I'm Commander Shepard, and this is my favorite user on the Citadel.
