It's not the act of pardoning itself that brings up the idea of impeachment. As you said, presidents pardon criminals all the time. It's moreso what the pardon suggests.

He'd essentially be pardoning somebody that could testify against him in order to avoid that. That's why things get a bit murkier, since it's just another example of him appearing to try and obstruct justice.

His crimes were fraud and offshore accounts. Nothing he was found guilty of was dealing with Trump.

First, Manafort isn't exactly done with going to court yet. Second, he doesn't need to be found guilty of anything related to Trump to theoretically testify against Trump for the purposes of cutting a deal, which pardoning would obviously undermine.

You can't just magically assume he has something to testify about which is what you are doing by assuming a pardon is in relation to that.


We can definitely assume it when Trump is going "Manafort didn't turn on me, he's good people" implying there's something to turn on in the first place
