They are not being coerced or otherwise unnaturally induced to commit this crime, so no, its not.

I feel like leaving a bunch of Nikes in a poor black neighborhood (where basketball is well-documented as the only escape) to see if anyone tries to nab a pair might fall under overbearing tactics, tbh
