Yeah, but Trump only became a Republican because he thought it gave him a better chance of winning. He identified as a Democrat for years, and previously donated to multiple campaign fundraisers for both Bill and Hillary Clinton (and had even invited them to his wedding to Melania). It's part of why so many people thought he might be acting as a sort of Judas Goat to help her win, because they were clearly friends for years.

And he's hardly the only one (Sanders became a Democrat solely for the election, Bloomberg did it to become Mayor of NYC, and so on). It's become fairly trendy lately for politicians to jump ship to whichever party they think gives them a better chance to win without compromising their actual ideology (which is why insults like "Democrat in Name Only" or "Republican in Name Only" are becoming more common).

So it wouldn't be all that jarring for the Rock to try and run as a Democrat (both to capitalize on the strong Liberal bias of Hollywood and so he can run against Trump), while still mostly holding conservative views, and being just as likely (if not more so) to side with Republicans in Congress rather than simply keeping lockstep with Democrats.
