It is kind of an odd policy when you think about it. People that are shoplifting because they are poor and can't afford something are going to end up getting arrested while people that are stealing just because they are jerks can pay the penalty.


Not sure that it's ever a guy stealing a loaf of bread to feed his starving family >_>

10x seems WAY too harsh. Start at 2x.


If the amount is set low, it's not much of a deterrent. And for small ticket items, 10x would still be a small amount of money.
