If the kid is still a fetus, I'd err towards "yes" - though a factor should be if there are complications for the parent or child during the pregnancy. If the kid is going to have an umbilical cord wrapped around his neck, causing development issues, or if the mother is in danger if the pregnancy progresses - yeah, that should be an option.

Once they're out of the womb, though, they're a living, breathing person with the right to life. If the parents don't want their handicapped child, then they should give them up to someone who will care for them.

There could be a level of severity post-birth that necessitates euthanasia, but that's the gist of my feelings towards the subject.
