Part of it was because you'd catch the unevolved wild Pokemon at an already high-level, so it didn't require too much leveling to evolve it but it has the nasty side-effect of having those Pokemon be really cumbersome in later games. Example: Rufflet in B/W is normally caught late game in the mid-high 30's level. This makes it's level 54 evolution to reasonableish (still pretty crazy). In S/M Rufflet is caught at level 12. Have fun with that. Braviary isn't even an overly-strong to warrant that. They also had this nasty thing where, you'll have a late evolution combined with the final form switching offensive styles on you. So your attack-oriented Larvesta now becomes a Special Attack oriented Volcarona. If you actually cared about it's nature it meant you either rolled with a gimped Larvesta until level 59 so you could have a better Volcarona or vice versa. That said, GF clearly gave a shit about Gen V in a way they haven't since.
