I think the concept is more true of something like Terminator (which basically features a robot Michael Myers) vs Terminator 2, although horror is such a wide umbrella that it can fit a lot of stuff under it. And, of course, it's worth remembering that a lot of horror movies are less scary today because so many films drew inspiration from these older movies and built upon them. So what was once shocking has been used and re-used so many times (often to a much greater extent) as to diminish the original.
