In reality, any application process is extremely random, and what makes it even possible to get through is sorting heuristics to make initial order. I would bet money on the fact that people aren't coming up with different criteria for different races. Or generating quota systems. Neither of these would make the process any easier. In the end, in any application process, some small number of people are going to get screwed because of the lack of precision and the inherent randomness to the process.
