I'm saying that there are places for this to be highlighted. I don't think this process is systematic across universities. I don't think any single factor determines these things.

Application processes are really a system of filters. I think one of the issues is to try to ensure that applications that deserve a closer look don't get filtered out at an early stage by simple things like a GPA or SAT filter. Applications are determined more by opportunity than anything else. It's not like you are filtering based on innate ability when looking at HS grades or SAT scores.
