California doesn't have that many electoral votes when you consider that they have almost 80 times the population of Wyoming but only 18 times as many electoral votes. The electoral college already tends to favor Republicans since lower population states have a relatively large proportion of representation in the electoral college, and rural states like that are Republican strongholds. As has been said, this is just a way to even further advantage them.

There are a couple exceptions of course, like Texas being a high-population red state, and small East Coast blue states like Delaware. Overall though it's an advantage for the GOP
