I'm going to make a prediction and say that Aqua will get the biggest strength boost in a Character Battle out of the KH characters that are known to appear in KH3. Yes, I know that Aqua has not yet appeared in a single Character Battle yet, but this prediction is based on what her strength might have been prior to KH3.

Aqua would have been pretty bad fodder prior Birth by Sleep being playable on a console. Following the release of 1.5 ReMIX, she would probably still be fodder but not nearly as badly as the pre-1.5 ReMIX era. Getting an appearance in a proper console KH (not a port of a handheld game) would do wonders for her strength, especially if she has a major role in the story of KH3 with what appeared to be an evil Aqua in the trailer. Thinking she could end up above the fodder line after KH3 and be third in strength behind Sora and Riku.

I remember BK_Sheikah00 apparently saying that he was considering Aqua as his Guru pick for the next contest (if it's a Character Battle) and that could be a really good choice given what is known about KH3 up to this point. Of course, KH3 is an early 2019 release, meaning the next Character Battle could happen before KH3 is out.
