It had no chance to compete against Charmander and Squirtle because Pokemon Green was never released outside of Japan. A lot of people probably wanted to obtain the same Pokemon that was depicted on their Pokemon Red/Blue game cartridge, so this may have led to Charmander and Squirtle being the most picked starters of Gen 1. Bulbasaur didn't receive a fair shake during Gen 1 as Pokemon Green didn't get released outside of Japan. This ultimately had serious ramifications for future Grass starters since many people chose the same starter type as their first ever starter (people who continuously pick the same type every time). Fire and Water had the advantage in general since Charmander and Squirtle were the most popular starter choices in Gen 1.
