I don't think you can add cards until your game has been deemed worthy for a while first (excluding AAA titles I'll bet). I wanted to add cards for ODW and couldn't a couple weeks ago, but for my first game a couple years ago I could add them no problem. Maybe the game has to make back the $100 fee first? It's another way they're cracking down on crap games that are only there to dole out tons of cards for the sole purpose of making devs rich (I guess?) I was joking. The new system is bad too though. They only count sales from the actual Steam store and they have to make like 15k in sales or something like that. You can add them anyway but they just won't drop. The system is bad since even games that sale well still take forever to have cards drop.
