The list has 2 main problems, one of which you mentioned already. Another problem is the voting process was targeted towards people who are in tune with the anime, since the purpose of the voting process was to select a special distribution for the Pokemon Movie. People who don't watch the anime aren't very likely to vote on a poll to select a distribution for a Pokemon Movie.
