Hana and the gang met her in an earlier episode, and she's obsessed with wanting to help people and be a hero. She became a "Precure fangirl" after seeing them save the day in that episode, to the point where she was dressing up as (and acting like) a Precure herself in this episode. My prediction is that Emiru and Lulu will both become Precure later on in the series, making the main group a party of five. Hugtan won't regain her true form (I still think she's actually a teenager or adult, but she got de-aged when she and Harry pulled a Future Trunks and came back from the dark future) until right at the very end.
