You could play up the cannibal angle to make him more terrifying. Have him leave grisly scenes for Batman to investigate. Hell, you could make him a bourgouise type 'class struggle villain' with the whole 'refined cooking' and 'eat the poor' angle. It'd be very neo-noir/Scandinavian noir.
