There's not a whole hell of a lot of difference between extorting individuals one at a time, and extorting everyone all at once.

The chef gets paid, but the people eating it don't assume they have a right to free food.

People assume food on a tray being offered to them is free. If nobody offers then nobody expects but everybody sees cancer charities.
