Ads typically are. The problem is that because ads run on an auction model with a lot of new ads/advertisers coming in, it gets harder to stop people who are really dedicated conserving a bad ad. As an example, one of the common practices is to screen an ad by running it in a sandbox environment before it even reaches the page. But people running bad ads have gotten wise to this and will send info for a more innocuous ad to get past the sandbox sandbox, then send the bad ad once they get through. --- ...
