They say accused and allegedly when they are accusations and allegations, they don't have to say that when there's absolute evidence as it's not an allegation, it's a statement of truth. (Not that this is actually a rigid thing since UK news are outright stating Russia did nerve gas spies, despite a lack of irrefutable evidence.)


Absolute evidence is a conviction. That's an entry into public record. Somebody being investigated or going to trial is not evidence. As for the allegations concerning Russia poisoning a former spy, foreign governments and government agencies generally don't sue for libel.
