Also dc has like almost no black super heroes. Theres Cyborg, Black Lightning, and umm...... pretty sure theres one more..... ah yes Martian Manhunter, oh wait nvm.... hmmm.

Pretty sure they're going to go out of their way to avoid using GL in a tv show because he's seen as a valuable film property and, when they do feature him, they're probably going to use Hal again. That and the special effects would likely be a lot more costly.
But yeah, even with Stewart it's a pretty short list. Granted, there *are* a few others -- some of whom I think have appeared on Arrow or Legends of Tomorrow -- but none are household names. Black Lightning is probably as well-known as any of them, barring maybe Cyborg thanks to the Justice League film raising his profile a bit. (Although, like many, if they were going with a black guy with lightning powers, I also would have rather seen Static.)
If you're going to start emptying the benches by using the milestone comics lineup to get Static, good luck with that. You're damn sure never going to see their Iron Man proxy, Hardware as long as the whole MCU prints money when DC can't even turn a profit on JL properties...and don't think Black Panther's success is going to make WB any smarter about any of their properties as a whole. ---
