The victims at least should know why they were targeted. Odds are the first ones were planned out specifically, then the others were attempts to change his patterns to throw off the police. Clearly failed on that end, considering he didn't even make it through the week. He switched up likely because of all the media coverage telling people not to pick up any suspicious packages.
