I think that might be the main difference - even elementary school students are free to leave and come back any time during the day. Plus, most kids lived a good 5 miles or so from the school so it was not like they were going to walk home. This is a fair and legitimate reason. But this sounds like an outlier. It's really not. Most students tend to live miles from their school, unless it's a heavily urbanized area or some shit.
