I think its more like the Great Old Ones can affect the minds of lesser beings. This explains why Cthulhu could communicate telepathically with his slaves. Also, the appearances of the Great Old Ones don't sound so terrifying. A creature that is part squid part dragon, and part human doesn't sound so bad.

The reason it's "part" all of those things is because its physical form is so bizarrely alien that we have no frame of reference, so your mind just immediately cycles through shit trying to find a real comparison.

For reference, R'lyeh itself is so alien that it's hard to look at. The geometry doesn't match anything we're used to.
The city is a panorama of "vast angles and stone surfaces [...] too great to belong to anything right and proper for this earth, and impious with horrible images and disturbing hieroglyphs." The geometry of R'lyeh is "abnormal, non-Euclidean, and loathsomely redolent of spheres and dimensions apart from ours." The strange architecture of the city makes navigation on foot disorienting and treacherous; surfaces that appear flat may actually be tilted, and angles of masonry that appear convex at first glance may actually be concave.
