It tries to shift the blame mostly on Steele - although it affirms that FBI DID NOT disclose the fact that the dossier was funded by DNC/Clinton campaign to FISC. Importantly, this memo also underlines that some information coming from the US State Department, before the elections (October 19th, 2016) was included in later versions of the dossier. Showing clearly that the Obama administration tried to affect the elections and prepare "insurance" (a term the Strzok messages revealed) in case Trump won. See bottom of page 6. --- Blitzball fan?
