There is no explained reason why crime is almost 0 because people go on a murder spree once a day a year, and that fact that it does work means the society in which the purge takes place consists of mostly psychopaths with a need to mass murder innocents anyway. The movie plays it off as a conspiracy by the rich, but as I said earlier, the fact that the purge works at all means there was already something deeply wrong with the people of that society. Realistically, if all crime was legal for 12 hours, people would be raping and robbing each other, in the purge movies, all anyone cares about is going on murder sprees.
