It's because the structural way that laws are changed. To modify the law requires legislative action or a signature drive to relitigate the issue through a direct ballot intiative to veto the previous amendment.

Only the people who fund those ballot initiatives for medical marijuana don't have any reason to relitigate it in Arkansas now that there's a monopoly, it is much more lucrative to change the law else where to open up an entirely new market. Plus, it would require two separate ballot measures passing at the same time to work. It's a much heavier lift both technically and due to the public will, yeah.
