The new person is the avatar/has the spirit, but the spirit remembers the past individuals that it inhabited. And then it all gets ruined ~~when Korra severs the line of past Avatars. It's honestly really tragic that the next Avatar will only be able to seek guidance from Korra.~~ It's sad that the best episodes of Korra almost completely exclude her from the plot.
