tbh, I can see it as a form of theft. If you see that somebody has rung something up wrong or is giving you back too much change, you're intentionally engaging in the act. However, if somebody forgets to ring something and you don't realize it until you get home, that's more of a pure accident although you're still morally obligated to make good on paying for it when you go back; otherwise it's morally a form of theft after the fact.
