Not at 4k. At the current tech of GPU's, they're not powerful enough to run 4k and introduce CPU bottlenecks, it's actually currently the other way around if anything where the CPU is waiting on the GPU.
You could throw a 1080 in a $60 G4560 system and then throw it in a nice i7/Ryzen 7 or just for the lol's even an i9/threadripper for games and the performance will be pretty much the same within a few frames which could even just be margin of error.

However going back to lower resolutions like if he wants a 1080p/1440p @ 144hz set up then that's when it would become an issue where he's missing performance compared to the newest i7's with better ICP, core count, and overall performance. At lower resolutions, that's when CPU's can be a big deal for performance.
But his CPU wouldn't be terrible or anything, especially if he overclocks it. He just wouldn't be getting the most out of that 144hz display.
