i7 4ghz 4790k, 16GB DDR3 RAM

Oh alright, just wanted to make sure you weren't dealing with any potential bottlenecks for 4k but yeah you're good to go.
Personally I'd say a 1080 Ti is worth it if you can swing it without breaking the bank. The 1080 is still very capable but if you also plan to keep the card for awhile like you did with your 780, I'd suggest going for the Ti for a better experience both now and in a few years.
