I don't really know the specifics of what constitutes mutantkind and if it is super important to the whole X-Men story, but the inhumans already kind of filled that role in S.H.I.E.L.D. (and Civil War for that matter, where I think they were implicitly referenced as one of the peoples that needed to be "tied down").
