Ah, I missed that. So it is on Steam after all. Even with that release, the option "Yes, I first played the iOS / Android / PC version" is still the least popular option with only 3.82%. It seems like a proper re-release on a console may be the only way to boost FFV's playrate. According to GameFAQs, the Anthology version is not on PSN.
