Like, I was trying to build the Campus next to a mountain because I thought I heard that if you build next to mountains, it gives you more Science or something like that. But I could only build it on just a few tiles out of the many I had "open" The Campus is the science district. You build a Campus, then you can built Libraries, etc within the Campus. Those all give you science points. Some districts and other tile improvements have position requirements. For example, the Aquaducts need to be built adjacent to both the city center and a water source or mountain and Encampments can't be adjacent to the city center.
