They just haven't developed web browsing software for it yet. A browser would be developed in-house, so you can't pin the blame on an outside company being slow, as you can with other media services, but the basic issue is still the same. I can also understand why they're dragging their feet on a browser, given that it's not that big of a deal (most people have a smartphone they can use for Interwebsing), and the Switch really needed a running start to gain a foothold after the WiiU's failure.
