That's not what I was saying. I'm saying that I often ended up exploring large chunks of the world before Timer Challenge 2 became available, which meant I was much less inclined to explore the area where Timer Challenger 2 was once it appeared, or if I did explore it, it was a much more cursory search that didn't necessarily find it. Having Toad say "you should go take a proper look around that area again because something new's there" saved a whole lot of repeated effort for that reason.

Was it always necessary? Of course not. But Talkatoo was definitely pretty useless when one of his three hints got used up by a timer challenge or a hint art hint (especially the hint art ones, since they're in other worlds).
