A number don't, and even then, "by the wastes" is pretty vague. I just did the one in the Wooded Kingdom, and the only reason I was able to find it was because of the icon that showed up when I opened the moon rock. If not for that telling me there was a moon moving around and where to look for it, I'd probably never have noticed the bird, given how small it is and how much stuff is in the way of getting a clear vantage point in that world. Talkatoo would not have been adequate for that.

While yes, you can find scarecrows and subzones and hint art without Talkatoo, that doesn't change that Talkatoo doesn't help you find them if you're having trouble. The biggest reason that I've sometimes had trouble finding such things is that they tend not to show up until after clearing the world's main objectives (and in some cases, not until postgame), by which point I've explored a bunch of the world already and therefore don't have the same sort of "what's over here?" driving me to check out obscure bits. Having Toad tell me that there's something new in one of those already-explored corners so I don't have to comb through them again is pretty handy.
