Nobody denies that the current gen leap was big from a technical perspective on paper. It's just that the diminishing returns he's talking about is referring to what's clearly visible to people and what games can really do. The jump from PS1 to PS2 for example was graphically huge upon immediate glance and the things video games were capable of doing increased a lot with that extra power.
The jump to current gen doesn't really add too much in the way of what games are capable of and to many people just feels like adding polish to things that last gen didn't have, which doesn't necessarily have the same "whoa" effect.
