Here's a more complete report of the relevant part of the interview.

Lots of people think that while Mario is pointing his finger foreward, hes saying Go, and Yoshis tongue comes out, said Hino. However, the set up that I drew was that when Mario punches Yoshi in the head, the characters tongue shoots out in surprise.

Whats more, Hino continued, theres an added bop sound. However, it seemed like people would say Poor Yoshi, so thats why it became that Mario is saying Go.

The sprites weren't changed, only the story was. The sprites literally show Mario punching Yoshi in the head. The "bop" sound was intended to be the actual hit, and again, they changed the story to say that sound effect was Mario saying "Go." Word. Of. God. Can your small head wrap your mind around that, @GiftedACIII?

lmao, how fucking slow and dense can you be? It was intended to but scrapped BEFORE release. They literally changed the sound effect because it actually had a "hit" sound effect during early play testers. There is no bop sound effect in the final release. The things he was talking about were his sketches. The official artwork which was released during that era had him pointing. Here, since it needs to be spelled out for you, here's the slowed down version of the sprites. Yoshi clearly moves before Mario's hand hits him.
