TL;DW: Activision patented something designed to data mine players playstyles and preferences that would then match them with players of higher skill level using cash bought items and cosmetics that would appeal to their desires. If the player then purchases said items, they're then matched into easier games to provide the illusion that whatever they bought was more effective than it really is (especially for cosmetics >_>;). For example, say your play style is Sniper. You might be matched against a VERY skilled sniper with a loot crated high tier sniper rifle and/or cosmetic upgrades. After getting your ass kicked awhile, if you purchased those items you'd be matched into easier games to simulate how "good" your new toys are, essentially letting you shoot fish in a barrel against noobs.
