It's just that full coverage doesn't exist. Every insurance policy has exclusions.

Because having to say "the amount a state says is necessary for a car you're paying on" all the time is a bit much.


Have state legal requirements is only liability. Liability isn't even close to "full coverage." Usually when people say "full coverage" they're only talking about having comprehensive, collision, and liability coverages. Or maybe the big three and then some others like emergency road services, rental, PIP, etc. But full coverage doesn't exist.
