Hypothetically it could, but in practice it doesn't.

I scored well on the ACT/SAT but I didn't spend a lot of time preparing for it. My English class took a few days to talk about some aspects of the ACT. I looked through a practice test. That's about it. I'm from the Midwest, so only one other person even took the SAT in my school (since ACT is the more accepted one for everything around here)

Later in life, I met people who scored in the same ballpark as me who were way dumber. They took ACT prep courses, took it two or three times to try to get as high a score of possible, had a personal tutor, etc. That's not any indication of their intelligence. It just shows that you can "learn" the ACT/SAT front and back and do well.
