Highlights: seven electors defected in 2016 (mostly against Hillary), three more attempted to defect but their "faithless" votes were discounted. Additionally, long before 2016, the Supreme Court has ruled in favor of state laws which compel electors to vote in accord with their state.

States joining the NPVIC agree that if the NPVIC contains a majority of electoral votes, they will give all their electoral votes (and therefore an automatic victory) to whichever candidate wins the national popular vote. Until then, it has no effect.

However, I really don't think the modern Republican Party has any interest in granting additional power to the national popular vote - it's clearly an area where they struggle, and demographics aren't helping. So I don't expect the NPVIC to go anywhere. But! It's the best attempt I've seen to work around the Electoral College's vote distortion.
