I took it to mean if they don't know me by default, they don't know my friends and family by default, so not everyone knows who to call/follow on social media to find me. Goverment phone lines will be down due to the millions of people around the country asking for info about a random person who might live 10 states away or on the other side of the world. Unless you're in public when the timer starts, no one will find you because everyone will go around asking EVERYONE what their name is/asking for ID, which would take longer. Although, you may be stuck in place if this compels people to drive into the nearest car to cause an accident on every road or highway on the off chance that you are in some random car. Governments and military do have a head start as far as organization is concerned, but it's hardly automatic. I guess if you're in London, you're screwed, but there is no cctv where I live. That's why the nuke question is important to know the intensity of the search--whether they would go that far or if they send soldiers/police to physically find me or if they have to verify where I am to start a bombing run.
