No, it doesn't. And the options are more diverse than what you state, considering that even an active role could have more variety. You could physically attack them, using a weapon on your person -- a pen, knife, or even a gun. You could try to draw attention to the crime in the hopes it discourages them (shouting, calling the cops in front of them). You could follow them while calling the cops, which has been reported on the news multiple times.
