I really don't think it was intended to mean that every citizen should just have their own personal arsenal of guns. But they fiercely fight against any gun restrictions, which puts us in a perpetual cycle of gun violence That actually was the argument for the longest time until Scalia ruled with Heller (I believe) that every individual actually does have a personal right to firearms that can't be infringed. That's how they were able to ban the sale and ownership of "tommy guns", because at the time that ruling had not happened. Shit, in 1939 the SC even specifically ruled the ban didn't violate the Cons.
