It's my understanding there are rules at the federal level that prevent federal employees from having certain kinds of speech or organizational ties that would normally be considered a constraint on their free speech, if they were any other citizens. But even a counter monkey at the USPS is a "government actor," and that puts them in a position where they're not allowed to have those associations or that speech because it could look like the government was endorsing it.

I would guess states have (or should have) a similar set of restrictions.

Someone who's worked at the state level would need to correct or confirm me on this, though.
